Recommendation for WHM to unable or Disable cPanel "Email Filter" function as this is a loophole for scammers to divert user emails, it has being used big time to scam email and get lots of money from scamming

Hey there! The cPanel >> Email Filters tool can already be enabled or disabled at the package level through WHM >> Features Manager under the "Email Filtering Manager" option. Is that what you were looking for?

It seem most of reseller host are not able to do this! maybe due to their global settings or otherwise, is there a way to make it easier for those using reseller and access to whm have this option?

Unfortunately there isn't, since this can be controlled by the root user. The server owner would have the final say about what settings are available to resellers no matter what tools we put in place.
