Can't connect to repo?

So why does this happen?
I do this from my production and licensed server:
"curl http://89.222.122.167/cpanelsync/repos/CentOS/8/EA4/repodata/repomd.xml"
and it connects fine.

I do the same from my test server with a different IP and it fails/times out/404's every time.
Is this because this second IP address is not licensed?

It tries to connect to 89.222.122.167 when I do a dnf makecache or update.

  Hey there!  I'm also seeing that working well from my location.  A basic curl test like this wouldn't be taking into account any licensing, so I can't say for sure.

  If you'd like to create a ticket we could see if your specific server's IP address is blocked somewhere.  Do you see anything that would indicate that if you performed a traceroute?

  I'm trying to debug it now.  I was hoping to confirm whether or not the general and unlicensed public can connect to these repos endpoints and download at will.  that would explain my problems too because my second IP is not licensed.
