IPv6 not disabled?

I have this in my /etc/sysctl.conf:
net.ipv6.conf.all.disable_ipv6 = 1
net.ipv6.conf.default.disable_ipv6 = 1

But on bootup with my new kernel I see
[FAILED] Failed to start cPanel IPv6 service.
See 'systemctl status cpipv6.service' for details.

Why did it try to start IPv6 if its off?

  Hi,

   

  Do you have the Tweak Setting "Listen on IPv6 Addresses" enabled in WHM? If so, I suggest disabling this setting, then checking if the error persists upon reboot.

  Its off already.  I guess its fine.  just confused is all.
