AlmaLinux 9.8 / cPanel 138: EPEL libavif update breaks EA4 PHP GD dependencies

I ran into what appears to be an EasyApache/EPEL dependency conflict on an AlmaLinux 9.8 server running cPanel 138.0.11.

The problem first appeared during a normal cPanel update. /usr/local/cpanel/scripts/update-packages failed, and a manual yum update showed the following dependency conflicts:

Problem 1: package ea-php83-php-gd-8.3.33-2.2.1.cpanel.x86_64 from @System requires libavif.so.15()(64bit), but none of the providers can be installed

- cannot install both libavif-1.1.1-3.el9.x86_64 from epel and libavif-0.11.1-5.el9.x86_64 from @System
- cannot install both libavif-1.1.1-3.el9.x86_64 from epel and libavif-0.11.1-4.el9.x86_64 from alt-common
- cannot install both libavif-1.1.1-3.el9.x86_64 from epel and libavif-0.11.1-5.el9.x86_64 from alt-common
- cannot install both libavif-0.11.1-4.el9.x86_64 from imunify360 and libavif-1.1.1-3.el9.x86_64 from epel

Problem 2: package ea-php82-php-gd-8.2.33-2.2.1.cpanel.x86_64 from @System requires libavif.so.15()(64bit), but none of the providers can be installed

- cannot install both svt-av1-libs-2.3.0-3.el9.x86_64 from epel and svt-av1-libs-0.9.0-1.el9.x86_64 from @System
- cannot install both libdav1d-1.0.0-2.el9.x86_64 from alt-common and libdav1d-1.5.4-1.el9.x86_64 from @System

The relevant installed packages were:

ea-php82-php-gd.x86_64  8.2.33-2.2.1.cpanel  @EA4-c9
ea-php83-php-gd.x86_64  8.3.33-2.2.1.cpanel  @EA4-c9
libavif.x86_64           0.11.1-5.el9         @System
libdav1d.x86_64          1.5.4-1.el9          @epel
svt-av1-libs.x86_64     0.9.0-1.el9          @System

Available EPEL versions included:

libavif 1.1.1-3.el9
svt-av1-libs 2.3.0-3.el9
libdav1d 1.5.4-1.el9

As a workaround, I added the following exclusion specifically to the [epel] section of /etc/yum.repos.d/epel.repo:

exclude=libavif* svt-av1-libs* libdav1d*

After doing that, a normal yum update completed successfully, and cPanel's own package updater also completed successfully:

/usr/local/cpanel/scripts/update-packages
Dependencies resolved.
Nothing to do.
Complete!

I then ran /usr/local/cpanel/scripts/upcp, which also completed normally.

My concern is that this repo exclusion is only a workaround, and I do not want to leave these packages excluded indefinitely if there is a more appropriate supported solution.

Has anyone else seen this specific libavif / svt-av1-libs / libdav1d conflict with current EA4 PHP 8.2/8.3 GD packages on AlmaLinux 9.8?

More specifically:

Is this a known cPanel/EasyApache 4 issue with the newer EPEL libavif stack?
Is excluding these packages from EPEL currently the recommended workaround?
Is an EA4 package update planned that will support the newer EPEL libavif/svt-av1-libs versions?
Is libdav1d* actually necessary in the exclusion, or would excluding only libavif* and svt-av1-libs* be preferable?

cPanel has previously documented PHP GD dependency conflicts caused by newer EPEL multimedia libraries, so this appears similar in nature, although the packages involved here are different. (support.cpanel.net)
