UPCP failed - migrate_local_ini_to_php_ini

The UPCP script is failing.
The error log says the following

PHP 8.3 was removed from this server a few days ago using the WHM

After UPCP failed, I reinstalled PHP 8.3 using EasyApache in the WHM and then I removed PHP 8.3 using the command line

UPCP still failed for the same reason

php 8.3 is not installed on this server and I do not want to install it again on this server

How do I solve this problem
