Most of the times its mysql folder, try to correctly run the above command you can also check var/lib/mysql folder usage and best would be move mysql as suggest to sort this issue.

Also make sure the forwarding is set correctly, try to remove and reset the forwarding to check all the setting are correct.

Did you try to Flush firewall and check or even try to stop iptable to check you are able to ping cpanel.

Stable version should not make sure major change to setting, but still with cpanel most of the things are easy to sort out, so it better you get the upgrade done.
