This option is for when you are changing a username. It's not a system setting. It only applies if you are modifying a user account name. As a side note I never recommend changing a username.

It's hard to say definitively with the information presented. What is the exact wording of the error when using outlook?

I don't think it has anything to do with geopoliticial circumstances. If your Allow Remote Domains is set to Yes, then I would have to suggest putting a ticket in as I would have no other guesses.

In whm you need to enable remote domains in tweak settings. Then you can add a domain that resolves to a different ip of your server.

Doing the upgrade won't cause any issues as you mostly likely don't have any databases other than the cpanel stock ones there.

Update the /root/.my.cnf file with your new password. That should fix everything. Best to use the whm interface to change the mysql password.
