I had the same issue and found that my CSF killed the processes for user "cpanel-ccs". I just added "user:cpanel-ccs" to /etc/csf/csf.pignore to fix the issue.

Upgraded two servers from 82.0 (build 19) to v84.0.19 yesterday, and all the Apache Global Configurations were reset to default. I thought you've fixed the bug!
