Wow that is not usual. Try to clear the cache after that do an upcp. Check the theme name under /var/cpanel/users/USER file PS: Is it a customized x3 with same name ?

It is supposed to work fast. Do you have any specify mysql configuration. Also check your server resolver configurations too.

I also feel it is slow . It will be good to know more details about this issue. What is the size of db ?, did you ran a schema level optimizations ? May be one of our admins can have a look ...
