I removed the test account and immediately tried the transfer again. It seemed to not complain about a local user mismatch. I'm not sure. Maybe it was a transient error or something.

The backup directory was owned by the same user/group as the account though. (in the case)

/scripts/fixquotas didn't seem to fix anything, It seemed to reset what the soft/hard limit is, not what the disk usage. Also checked from Chrome Incognito
