I just came across this recently and I had the same problem. From WHM using PHPMyadmin it was not allowing me to drop the DB but via CLI.

Open a support ticket with your provider and ask them to upgrade the kernel on the host your VPS resides.

Can you try to reset the cPanel password? If it doesn't work either I suggest you to reach out to your provider who should be able to assist you getting this resolved.
