You could just use Rearrange an Account in WHM after the account is created to quickly move an account to the preferred home directory. It's not an automated solution, but an option nonetheless.

I can't suggest trying this at all. This would be a band-aid and not a very good one at that. Your best option would be to migrate the client to a server with sufficient resources.

It should be in WHM -> Plugins -> ConfigServer Security & Firewall. It updates automatically. Yes, as long as you have auto updates enabled in your CSF configuration: AUTO_UPDATES=1

Also, make sure your CSF version is v14.20+ Versions older than that used to use http instead of https to connect to MaxMind and MaxMind is now blocking http connections.
