Can I purchase an SSL for longer than 1 year in cPanel?

Unfortunately, certificates are limited to 1 year. The SSL vendor Sectigo made this change in August of 2020. Additional details on this change can be in the below URL. cPanel uses SSL vendor Sectigo, formerly known as Comodo.
