Symptoms
After updating to cPanel/WHM version 11.130.0.15 you see the following error in WHM:
Invalid License File. Incorrect authority delivering the license.
/usr/local/cpanel/cpkeyclt returns the following error on cPanel/WHM version 11.130.0.15.
# /usr/local/cpanel/cpkeyclt Updating cPanel license...Done. Update Failed! Error message: The cPanel license server said that a license could not be issued for your server (500). For more information visit: https://www.cpanel.net/lic/ The exact message was: No valid license exists for version 11.130.0.15 (203.0.113.2)
The /usr/local/cpanel/logs/license_log file will also contain the error.

This error appears to occur only when the cPanel/WHM license is checked using the auth9.cpanel.net (208.74.123.2) license server after updating to cPanel/WHM version 11.130.0.15.
We've opened an internal case for our development team to investigate this further. For reference, the case number is CPANEL-49838. Follow this article to receive an email notification when a solution is published in the product.
Workaround
The /usr/local/cpanel/cpkeyclt command can be run to update the license. It may need to be run multiple times if the auth9.cpanel.net (208.74.123.2) license server is selected again.
