How do I determine if a transfer or restore has stalled?

I'm restoring an account or using the transfer tool, and it looks like it's stuck or not doing anything. How can I check this?

If the transfer, rsync, or restore process is accessing files and you see activity, there is a good chance that the process needs more time to complete. Mail takes considerably longer to transfer or restore because it can sometimes be hundreds of thousands of tiny files.
