The 'File Manager' Feature is part of the cPanel interface and is limited to the home directory of the cPanel account.
Below is an example using the account 'cptest':
If you wish to view files that are outside your home directory, you would need to log into the server using SSH as 'root'. Or use the WHM: Terminal feature.
