How to set email limit in all packages at once

Hello Everybody ! From 2-3 Months, there are too much email spamming and mass mailing going from my server. I am selling Alpha & Master Reseller Hosting from WHMReseller Plugin. so there are many resellers on my server so it is almost impossible to set email limit in all packages because there are hundreds of packages. Please someone tell me how can I set Maximum Hourly Email by Domain Relayed and Maximum percentage of failed or deferred messages a domain may send per hour in all packages at once. I want to set both these limits to 10 anyone please tell me any solution

  In tweak settings under the mail tab.

  Could you post a copy of the message that you received that alerted you to the large number of messages being sent? Just make sure to remove any personal domains or email addresses.
