Does a new account require mod acceptance ?

I've a colleague trying to register a forum account. He's received the welcome email, click here to verify etc, but he's unable to log in. Firstly the forum said.. his_email@hisdomin.com not recognised And now it says that the account has been blocked due to failed login attempts

  We got in using an ID instead of his email.

  Just to clarify, the account itself doesn't require me to do anything, but their account is a bit limited for the first five posts, as those will need to be manually approved.
