You didn"t mention if whether or not you are using CloudLinux and CageFS. If you are, you will need to force an update. Run the following command as root to do so: cagefsctl --force-update

I've seen the same on servers we have cPanel updates set to manual. On servers we have set for auto updates, no issues, so it does seem cPanel update related.

Has your host checked file/folder permissions to make sure they are accurate?

You have them disabled in EasyApache, so as an end-user you will not see PHP 7.2 and 7.3 as options available to use. That is what you are trying to accomplish, correct?
