User's stats.conf can disable AWStats when users aren't permitted to modify statistics software

Symptoms

AWStats may be enabled by the administrator, but it isn't being updated for a specific user.

Description

A user's local stats.conf file can allow users to disable specific statistics software, such as AWStats, when the administrator has configured it so that user's can't modify which stats software to use.

We've opened an internal case for our development team to investigate this further. For reference, the case number is CPANEL-49491. Follow this article to receive an email notification when a solution is published in the product. 

Workaround

Move the stats.conf file aside:

mv /home/$user/tmp/stats.conf{,.$(date +%s)}

Please note, replace $user with the cPanel username.
