WHM Apache Status page shows: "Failed to receive status information from Apache. Unable to connect to local httpd server."

Symptoms

WHM Apache Status page shows the following error:

CONFIG_TEXT: Failed to receive status information from Apache.
Unable to connect to local httpd server.

Cause

This occurs when updating to version 136 due to changes in how the WHM Apache status works.

The issue was being tracked under case ID CPANEL-53901, and the fix was quickly released to prevent further issues with the status page.
