Why do only some of the MySQL database users appear under MySQL users in the Convert Addon Domain to Account interface?

Why do only some of the MySQL database users appear under MySQL Users in the Convert Addon Domain to Account interface? 

Answer

Only the MySQL database users that you have added to databases appear as available MySQL users. MySQL users that you have not added to databases do not appear under the MySQL Users section of the interface.
