php.ini settings may be reverted back to default if the “Initial Setup” URL is used to log in, even after modification via WHM » Multi-PHP INI Editor
Description
If scripts3/initial_setup_wizard1
is accessed or utilized after initially accessing WHM, changes to the php.ini files may be applied without confirmation.

We've opened an internal case for our development team to investigate this further. For reference, the case number is CPANEL-40266. Follow this article to receive an email notification when a solution is published in the product.
Workaround
The best workaround, for now, is to avoid using "scripts3/initial_setup_wizard1" in any way after your first time logging into WHM. If you have a URL link that you use later on use the normal format:
