Reboot banner (and others) show in Jupiter when show_reboot_banner is off

Symptoms

After updating to version 102, users may see notifications mentioning to reboot but the Tweak Setting for showing these notifications is disabled.

Description

Administrators may have disabled the Tweak Setting Display a message to reboot the server after essential software updates. After updating to version 102, these notifications appear regardless if the server requires a reboot.

We've opened an internal case for our development team to investigate this further. For reference, the case number is CPANEL-40350. Follow this article to receive an email notification when a solution is published in the product. 

Workaround

If all items are up to date and quotas are working correctly, then enabling the Display a message to reboot the server after essential software updates Tweak Setting will cause the notifications to go away.
