When I create a new account, is there an email sent to the account holders stating a new account has been set up?

Yes, this is correct. When a new account is created in cPanel, an email will be sent to the admin user on the server. You can manage new account notification settings in the WHM Contact Manager. See the below documentation link for more information on the WHM Contact Manager.
