You may see the following error messages:
The cPanel license server replied that the license has been activated on too many machines (600). Please contact billing@cpanel.net.
The exact message: The license has been activated too many times on different machines (203.0.113.2).
Description
cPanel & WHM licensing is IP-based. A license may become locked if the system detects it has been activated on too many machines or reinstalled multiple times in a short period.
A locked license can occur if:
- You move the license between servers repeatedly.
- You reinstall cPanel & WHM several times in a short span of time.
To ensure a license is in use on only one machine, cPanel's licensing system checks specific server attributes when communicating with the license server. If those attributes differ too often, the system automatically locks the license.
Workaround
If your license becomes locked, please contact cPanel's Customer Service team. You can reach out in one of the following ways:

Please note that when contacting support, it is necessary to include the server's IP address with the locked license.
