Migrating from CCS to cpdavd with events that have non-English characters causes events to have malformed text

Symptoms

After converting data from the Calendar and Contacts Server (CCS) to the new cpdavd system, either via ELevate or via an upgrade to cPanel 120+, calendar events that have non-English characters are not encoded correctly which results in the event no longer being legible. 

Description

The issue occurs due to the encoding process to ensure that the cpdavd system can read all calendar files that are being migrated. When converting from some locales, it has been observed that this is not done correctly.

We've opened an internal case for our development team to investigate this further. For reference, the case number is CPANEL-47928. Follow this article to receive an email notification when a solution is published in the product.
