Do blacklisted countries in cPHulk override the function of whitelisting an IP of that range?

Answer

Blacklisting countries in cPHulk will not override any whitelisted IP address. Using cPHulk to blacklist a country IP range will put the range on the cPHulk blacklist. When there is an IP address that exists on both the blacklist and whitelist, the whitelist will take priority.
